NO Toolbars in IE7 intermittently when launching

Here's my problem. I have NO toolbars. Repeat, NO toolbars when I launch IE
from either the Quick launch menu, Start menu, Desktop, or Start > Run and
type 'iexplore'. All that is in the Internet Explorer window is the title
bar. Every so often I will launch IE and the toolbars will be there. But
this is rare.

-The Alt key does not work (like Alt + F to get the File menu)
-When I click F11, there is a white 1/2 inch bar that comes down, but when I
right click the white bar, I just get the same menu commands as I get
clicking on the Menu bar (Restore, Move, Size, Minimize, Maximize, and
Close).

Here's my software environment:
OS: Windows XP Professional SP2, 32-bit English
Internet Explorer: 7.0.5730.11
Anti-Virus: AVG Free 7.1.409
*All critical Windows/Office updates applied.

It seems like when I do a config change in Internet Options (from Contol
Panel) it works once, then I have the problem with subsequent IE sessions.

Nothing found in any KBs or support documentation.

Here's what I've tried to troubleshoot:
-I removed IE from Add/Remove Windows Components in Control Panel and then
rechecked to do a pseudo repair on IE but that yielded no progress.
-I have also tried a different local user with admin rights. I get the same
problem.
-I disabled real-time virus checking in my anti-virus software and lauched
IE, same problem.
-I unchecked enable tabbed browsing in Internet Options, same problem
-Removed Mozilla Firefox using Add or Remove Programs, first time launches
with toolbars but subsequent launches with no toolbars (same problem)
-Reset Internet Explorer Settings (Internet Options > Advaced tab > click
Reset button > Yes to confirm), same problem

The workaround I have is entering any website I need to access from the Run
dialog box.

If anyone wants additional information let me know.

Hi Aaron,

First up I would like to know if you have values for the following in the
registry. If you know how to use the registry editor could you post back
with this info.
Under
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\WebBrowser

do you have values for ITBarLayout and ITBar7Layout?

Also, what other Addon toolbars have you installed. (Google or del.icio.us?)

Also , have you recently applied any 'Registry Fixes'?

I do have ITBarLayout and ITBar7Layout Binary values under the WebBrowser
subkey in my registry. If you want I can export my whole Internet Explorer
subkey and E-mail it to you. I'm not sure if there is anything I don't want
out there in a newsgroup post. Call me paranoid.

IE did launch with the toolbars just now since a reboot.

I don't have any Add-on toolbars installed. Although I may have had a Google
or Yahoo toolbar inadvertantly installed in the past, but since have been
removed through Add or Remove Programs.

No registry fixes that I can think of. It depends on what your definition of
a "registry fix" is. Nothing I can think of that was applied before this
problem started happening. But, I do run SpyBot and Ad-aware occasionally to
clean out malware. Also, I will run Hijack This, but the only time I had it
remove something was when I had it remove a NameServer setting under a tcpip
subkey that was a reported exploit when I was trying to resolve IE6 being
hijacked. However, my current NO toolbars problem was happening before that
setting was removed.

Last night I applied the fix in KB 928089, and I did not have any progress.
Typically, after a reboot, it will work, but then if I close IE 'all tabs'
and launch IE again there will be no toolbars again.

I am pretty new to IE7 and I'm willing to learn, so if you have any
troubleshooting or tips send 'em my way. BTW, thanks for the help so far!

Hi Aaron,

Sorry for the belated reply. Your post has has moved substantially down the
list.
I would appreciate a dump of your IE settings (just the toolbar subkey is
sufficient though) as I would like to compare the values you have for
ITBarLayout etc. as these settings determine which toolbars are displayed on
the toolbar. mailto: ***@hotmail.com

In the mean time you could try a re-install of IE7. You can download the
installer from

http://www.microsoft.com/windows/ie/downloads/default.mspx

First uninstall the version that you have using the Add/Remove Programs
applet (select Windows Internet Explorer 7 from the list) - this will
re-install version 6 which you can quickly test to see if the toolbars have
re-appeared.
If they have not re-appeared you can download a registry toolbar fix from my
site http://www.iecustomizer.com/tweaks/ITBarLayout.reg which will reset the
default toolbar layout for IE6.

Then you can re-install v7.

Let us know how you go.

I disabled anti-virus real time scanning. I removed IE7 via Add or Remove
Programs. Then re-installed IE7. The problem still persists.

When I click on http://www.iecustomizer.com/tweaks/ITBarLayout.reg I get a
page that says "The page cannot be found"

Don't you use OE's Ctrl-h? E.g. to see only unread messages
in threads you have participated in. Also, if I do read such a message
and intend to reply to it sometime I use OE's Flag marker (Alt-M,a).
"Down" is relative to your current View then. E.g. a view of all your
flagged messages would be much more manageable.

Or, if he doesn't mind losing all customizations, use the Reset... button
in Options, Advanced tab. Must trace this sometime to find out what all
it does... <w> I _think_ it is supposed to be a replacment for IE6sp2's
(broken) /rereg function. If it does all that, e.g. (correct) re-registration
of all COM modules *and* wipes out all customizations, it would do even
more resetting than a re-install, since my impression is that the latter at least
attempts to provide some measure of compatibility between IE6 settings
and IE7. For example, IIRC IE7 somehow kept my IE6 Home page.
My guess is that Reset.... would change that too. ; )
